Party Loses Proposed National Secretariat Site in Abuja After 20 Years of Outstanding Dues
In a significant move, the Minister of the Federal Capital Territory (FCT), Nyesom Wike, has revoked the land allocated to the Peoples Democratic Party (PDP) for its proposed national secretariat in Abuja’s Central Business District. The decision, announced on Tuesday, March 13, 2025, comes after the party failed to pay ground rents for the property over a 20-year period, despite repeated reminders.

The revocation notice, signed by the Director of Land Administration, Chijioke Nwankwoeze, cited the PDP’s failure to meet its financial obligations as the primary reason for the action. According to the notice, the party had not paid the annual ground rents from January 1, 2006, to January 1, 2025, despite multiple public notices in national dailies and electronic media urging allottees to settle their outstanding dues.
The letter, titled “Notice of Right of Occupancy with File No.: MISC 81346 in Respect of Plot No.: 243 within Central Area District, Abuja,” stated that the revocation was carried out under the powers conferred on the minister by the Land Use Act of 1978. It highlighted that the PDP’s failure to pay the ground rents violated the terms and conditions of the land allocation.

“The revocation is in view of your continued contravention of the terms and conditions of the grant of the right of occupancy by failing to pay the annual ground rents due on the property for twenty (20) years,” the notice read. It further emphasized that the breaches were contrary to Section 28, Subsection 5 (a) and (b) of the Land Use Act, which mandates compliance with payment obligations.
The FCT Administration has now taken over the property, marking a significant setback for the PDP’s plans to establish a national secretariat in the prime location. This development follows a broader crackdown by the FCTA on defaulting allottees, with a total of 4,794 land titles recently revoked across the nation’s capital.
The PDP’s loss of the plot underscores the FCTA’s commitment to enforcing compliance with land use regulations and ensuring that allottees fulfill their financial responsibilities. For the PDP, the revocation represents not only a logistical challenge but also a symbolic blow as it seeks to regroup and strengthen its presence in the political landscape.
As the FCTA continues its efforts to sanitize land administration in Abuja, the revocation serves as a stark reminder to individuals and organizations alike: adherence to legal and financial obligations is non-negotiable. For now, the PDP must navigate the fallout from this decision while exploring alternative options for its national secretariat.
